Rapid set concrete usually starts to set within few minutes and can be firm enough to hold posts in place quickly. Full strength develops over time, but you can continue work much sooner compared to regular concrete.

It can still work in damp conditions, but too much water in the hole can weaken the mix. We usually make sure the hole is reasonably dry for the best results.
